The Global Repatriation Committee, mentioned first in the Falcon and the Winter Soldier, deals with the refugee crisis and lack of resources in the post-Blip world. When the Blip first happened, half the global population disappeared, which made countries open borders and allowed people to relocate as they wish. Resources were abundant again, and five years later, the world was starting to heal from the Blip. However, everyone was blipped back. People came back with others living in their homes, causing a massive refugee crisis, and the world reinstated national borders. Resources, once again, were lacking heavily since there was no need to supply that many people anymore. Delegates would have to represent countries around the world trying to solve the refugee crisis and lack of resources in the post-Blip world. They would also have to deal with extremist groups such as the Flag-Smashers, an anti-patriotic group that wanted things to go back to the way they were during the blip. After the attack on the GRC by the Flag-Smashers in New York, and being publicly condemned by Captain America (Sam Wilson) for their horrifying treatment of refugees, the GRC needs to learn from their past mistakes. After expanding the committee to include many more countries, the GRC needs to come up with a permanent solution for the Blip-Displaced refugees and severe lack of resources, while making sure terrorist groups are being dealt with in an appropriate manner. The GRC has never been more publicly criticized, and they need to regain the trust of the people again while ensuring the world heals after the Blip.
